Lead Investigator Hitch says that you need to get close to Darkbinder Crassus to acquire Kaizer's Claw, the last of Kaizer's legacies. Darkbinder Crassus's lair is somewhere in the depths of the lower level of Makot Village.
Introduction Dialog	Argh... what incompetence.... I wasn't able to stop Ruwanki from taking the magic pendant.... We don't even know who Ruwanki's working with or what their objective is. The only thing we can do right now is to get our hands on Kaizer's Claw. According to Urekus, Darkbinder Crassus was created from Kaizer's Claw. I doubt Ruwanki has been able to defeat Crassus just yet. Hurry and take Kaizer's Claw from Crassus before Ruwanki does.
