Description	The capital is teeming with refugees and Rietz's security is in jeopardy. The Capital Guards are shorthanded and unable to investigate the sightings of certain suspicious people. Help Capital Guard Adjunct Lilia eliminate any threats in the eastern section of Rietz.
Introduction Dialog	So many refugees have poured into the city at once that we're having a hard time keeping up the security level. To make matters worse, citizens have reported seeing some suspicious men lurking in the eastern part of the city. My soldiers are trying to catch them, but to no avail. If you see any suspicious invididuals, please apprehend them. If they resist, you can subdue them at your discretion.
In-Progress Dialog	Our citizens are reporting more sightings of suspicious people by the day. Please apprehend or eliminate them whenever you see them. I can't believe this is happening at the same time as the sewer crisis... Sigh
